to start the Lobo argument, Ive come around on the tough that Lobo being nuts probably wouldn't affect the penance stare, but doesn't the fact that neither heaven or hell don't want him make him immune to all forms of religious/magical types of attack?

Elektra vs Green Arrow-I think they're equally skilled fighters but the trick arrows put this in his favor.

Sif vs Stargirl-To close to call.Sif is the better fighter but Stargirl's staff weild's amazing cosmic energies.Simply put her cosmic staff could just as easily win her the fight as much as her inexperience could cause her to lose it.

Flash vs Thor-Thor will most likely resort to a radial attack which will crack the ground beneath their very feet,probably causing a blast wave which will knock Flash off this feet if not knocking him unconscious.

Ghost Rider vs Lobo-Ghost Rider in the long run.If the penance stare doesn't work then this battle is going to last for days.

If memory serves me correctly I believe the penance the works based on whether or not the person has a soul.Thought hell not wanting him may be a good case to argue.Seeing as Hell is a place to torture souls yet they could find a punishment suitable for him is very similar to the penance stare except it shows you the pain you caused your victims.But if he's not moved by that him maybe able to over come the stare.

Thor-no, Flash is NOT arguably the most powerful JL member. That is Superman, who is almost as fast, much stronger, has other abilities (vision, breath), and is invulnerable. I would put Martian Manhunter and Green Lantern above Flash too, and probably Wonder Woman too. As for this fight, Thor's lightning would take care of Flash.

As for the rematch, I don't really care.

Green Arrow and then Marvel all the way.
Funny how since Flash's popularity has increased in recent years he's being seen by some now as a heavy weight. The Big Bang Theory has a lot to answer for. Still, great character with one of the most iconic costumes ever.

@ actually he's not more powerful than Lobo, Lobo knocks Supermans dick in the dirt and he's immortal aaand he's got a healing factor on par with Deadpool, tell me how Ghost Rider physically outmatches him?

I would definitely agree that if the penance stare works its game over for Lobo but if it didn't then Lobo has got this matchup

well this is Lobos stats and they sound pretty much the same as GR:

Czarnian Physiology: It is said that Czarnians can only be truly killed by other Czarnians (though this does not matter to Lobo either way, as he cannot die by any means). Furthermore, Lobo has been banned from entering either Heaven or Hell. Lobo can survive unaided in the vacuum of space.

Regeneration: If Lobo does somehow sustain an injury, his accelerated healing factor enables him to regenerate damaged or destroyed tissue instantly, with little apparent pain. He will apparently heal from any injury. For instance, Lobo can regenerate out of a pool of his own blood, apparently recycling the cells instantly. The speed of regeneration has also varied throughout his appearances.

so if the penance stare works, Ghost Rider takes it but if it doesn't i guess it'd be a stalemate because neither could kill the other, wouldn't you agree??
