I really hope he is either Maxwell Lord or Gordon Godfrey. Both of those characters would hint to a much more sinister universe.

So he'll have CGI on his legs...this by no means screams flash to me. Definitely not Nightwing either, you'd go practical effects for that. Metallo is a safe bet, or hell maybe he's Doomsday. I just don't see why they would incorporate CGI for something you'd probably use practical effects for instead.

I doubt WB is dumb enough to CGI another hero suit in a movie. So I doubt he's Flash (also cause Flash will be in the tv world)

And "Halt and Catch Fire" had a great 1st season on AMC, for those of you who didn't watch it. Starring whoever his character is suppose to be in this, and Ronin the Accuser.

He's not Flash. There's no reason to green screen just his lower legs if he was Flash. The green is meant to replace something. We've also seen another version of Flash, and two versions of Quicksilver, and none have used any type of chroma key suits. Scoot is obviously having his lower legs replaced either with something else or removed altogether. Probably both depending on what point in the movie this scene is taking place. That to me suggests Metallo, since we've also been told that Luthor synthesizes kryptonite.

@Superior suggested he could be playing a paraplegic who lost his legs as a result of the showdown in MOS. He could be the "face" of the destruction and tries to bring the fight to court. If they really wanted to they could ditch Metallo's backstory all together and give him a completely new one, one where he ties closer in with the events of MOS. I think that'd be great casting.
