During the recent set visit, Marvel Studios President Kevin Feige has explained the Doctor Strange easter egg in Captain America: The Winter Soldier

So as many of you will recall in Captain America: The Winter Soldier, when Cap, Black Widow and Falcon interrogates Jasper Sitwell regarding HYDRA plans for Project: Insight and initiative that will kill any potential threats of HYDRA before they became threats to HYDRA, Jasper name drops Stephen Strange has one of their targets, this mention had made many fans wonder if this means Stephen Strange was already the Sorcerer Supreme and if Doctor Strange would be set before or during the Phase 2 movies. During a set visit, Marvel Studios head Kevin Feige has revealed that is not the case, Stephen Strange had no powers during the events of Winter Soldier, but the reason HYDRA had him in their sights was because of Strange's fame, this is what he had to say. 

"He is very well-known as a surgeon," Feige said "He has got various awards and plaques you're going to see over there; he attends various galas, might be driving at one point in this movie. He has name recognition and a talent and certain Hydra computers identified him as somebody that could cause trouble for their agendas."

This pretty much awnsers the question of that why HYDRA had Strange in their sights if he was not the Sorcerer Supreme and confirms 100% that this movie is set after the events of the Winter Soldier and not before or during.
