Mysterious New Costumed Character Spotted On The Set Of THE FLASH: Is This 'Rupture'?

A costumed actor has been photographed on the Vancouver set of The Flash, and he definitely resembles DC supervillian Armando Ramon, AKA "The Hound of Mordeth", Rupture. Take a look...

Is Cisco's evil brother Armando Ramon/Rupture going to be introduced in a future episode of The Flash? The images below courtesy of CanadaGraphs feature a previously unseen character sporting a costume very much like the DC Comics incarnation of villain, and that scythe is surely the clincher.

Still, without confirmation we can't be certain. What do you guys think? Is there a chance this is a complete different character?
