Actually in the very first animated Appleseed movie she had some scenes where she was in a crop top and shorts so this isn't the first time. ;)

Just in combat situations and with a character the creator always made such a point about having the proper equipment with her for the job at hand. If they get ambushed unawares perhaps but she's obviously wearing her combat fatigues here.

Motoko Kusanagi gets a free pass because she's a full cyborg but with Duenan it was always the point that she was smarter, more skilled and better prepared than the opposition. She doesn't have the physical strength of the men nor practical invulnerability of mech suits. Something explicitly stated multiple times.

Putting her in a getup Kusanagi would wear is just lazy design and not in character for her. This is artists taking mental shortcuts instead of sitting down and thinking about who this person they're drawing is.

The last two Appleseed films managed to avoid this. Why'd they depart from the designs they had there now? They even have that other Bioroid girl around they always put in a skimpy getup so its not that there's no eye candy if Duenan covers up.

Shirow comes from a hentai background. I have no problem with that and the way he depicts woman most of the time. But Duenan always stood apart from his other girls. No more apparently.
