It's neither Batman nor Lex Luthor, it's Orion of The New Gods! Not much of a shocker honestly, at least if you've been reading Wonder Woman. Orion has figured prominently in the current story arc and he's even shown to be romantically interested in Diana so rationale dictates he'd try to come between her and Superman. Of course, this is a comic book cover so there's solid likelihood that this is some kind of fake-out or misdirection.

I don't see how that's a WTF reveal. Orions a badass and the New Gods have been recurring cast members in Wonder Woman's New 52 book.
